Community Action Partnership (CAP) for Madison County is an anti-poverty agency that improves the well-being and safety of children, families, and our community through a variety of programs and services.

Our Story

CAP has come a long way from its humble beginnings and today employs over 80 people in seven offices now including the Tr-County WIC offices in Oneida, Rome, Utica, and Herkimer. Historically we have served one out of every 16 residents of Madison County. CAP works for and with low-and moderate-income families in Madison County to provide education, guidance, and resources for individuals and families striving for economic self sufficiency.
